Workflow entitlement and usage

Published workflows that are not limited action workflows are counted towards your workflow usage. Each tenant has a subscription entitlement to determine how many production and development workflows can be published. The type of the workflow or the assigned use is selected when publishing the workflow. For more information about assigned use, see Assigned use when publishing workflows and forms.

Limited action workflows

Limited action workflows are not counted towards the workflow allowance for the tenant. A workflow is considered a limited action workflow when it meets the following criteria:

Billable and non-billable actions

A billable actions is a workflow action used to construct production and development workflows that count towards the action count of the workflow.

Non-billable actions are actions that are not counted towards the action count in a workflow. For example, if a workflow has four billable actions and two non-billable actions, the action count of the workflow will be four as the non-billable actions are not counted.
