The following settings on the Security page apply to all sites in the farm.

Enforce safe looping | Enforce safe looping: | Adds a hidden delay to every loop action in a workflow. This can prevent misdesigned workflows from repeating endlessly because a value has not been committed to SharePoint or from using up too many system resources. |
Enable maximum loop threshold | Enable maximum loop threshold: | Prevents unintended looping that can cause excessive load on the workflow timer job and thus impact workflow performance. When enabled, this option stops workflow instances containing conditional loop or state machine actions that iterate beyond the specified maximum loop threshold. The default value of 250 approximates the effective maximum iterations in a day for the default five-minute timer job setting. |
